SYRACUSE, N.Y. — Mark and Kelly Shetsky refuse to call the Syracuse crash that killed their 3-year-old daughter an accident.

The word “accident” sounds too lighthearted for what happened to their daughter Regan, Kelly Shetsky said. To the grieving parents, it was not an accident.

Regan Shetsky died on Jan. 4 after she was struck by an SUV in the parking lot of her preschool at Eastwood Baptist Church. After a 2 1/2 month investigation, Onondaga County District Attorney William Fitzpatrick announced Friday that no charges would be filed against the driver who hit Regan.
